Baby Passport Photo Requirements (2026 Checklist)

Baby passport photo requirements are stricter than most parents expect — and the reason so many get rejected is that the rules are almost identical to an adult's, with only a few exceptions for infants. This is the complete checklist for the US and the UK, including the eyes-and-expression rules that trip parents up.

The short version: same size, same plain background, same "no one else in the frame" rule as an adult — but a baby's eyes can be closed and they don't have to look straight at the camera. The expression should still be calm and neutral (mouth closed or only slightly parted; no smile, laugh, or cry).

US baby passport photo requirements at a glance

The US State Department uses one photo specification for all ages. For a baby, every rule applies — only the eyes and looking-at-the-camera are relaxed for infants:

• Size: 2 x 2 inches (51 x 51 mm), square.
• Head size: 1 inch to 1 3/8 inches (25–35 mm) from the bottom of the chin to the top of the head.
• Background: plain white or off-white, no shadows, patterns, or objects.
• Recency: taken within the last 6 months.
• Color & focus: full color, sharp, and in focus.
• Framing: full face, front view, both edges of the face visible.
• Eyes (infant exception): for babies under roughly 1, eyes may be closed.
• Looking at the camera (infant exception): a baby doesn't have to look straight at the lens.
• Expression: a calm, neutral face — mouth closed or only slightly parted; no smile, laugh, or cry.
• No one else in the frame: no hands, arms, pacifiers, toys, or other people.
• No filters or edits: original photo only — AI-generated or digitally altered photos are auto-rejected under the 2026 rules.

That last point matters more every year. Modern phones apply "beauty" smoothing by default, and the State Department now screens for it. A photo that looks retouched can be rejected even when the framing is perfect.

The rules that get baby photos rejected

Most rejections come down to four things:

1. Something in the frame. A hand steadying the baby, a car-seat strap, a pacifier, or a patterned blanket. The photo must show only your baby against a plain background.
2. A background that isn't plain. Shadows behind the head, a cream wall that photographs beige, or a textured throw. Use a smooth white or off-white sheet.
3. Wrong head size or angle. If you shoot from the side or too far away, the head falls outside the 25–35 mm range. Shoot straight-on and fill the frame.
4. Filters and edits. Turn off portrait mode, beauty filters, and any auto-enhance. Submit the real photo.

How to take a compliant baby passport photo at home

You don't need a studio. The reliable method:

1. Lay your baby on their back on a plain white or off-white sheet with no wrinkles or patterns.
2. Hold your phone directly above them, lens parallel to their face, and fill the frame with their head and shoulders.
3. Make sure light is even — no hard shadow behind the head. Daylight from a window works well.
4. Take several frames so you have options. Eyes open or closed are both fine.

UK baby passport photo requirements

The UK's HM Passport Office runs an online application where you upload a digital photo, so the rules are framed slightly differently:

• Digital size: at least 600 x 750 pixels, and between 45 KB and 10 MB.
• Background: plain cream or light grey, evenly lit, no shadows.
• Framing: face clear, in focus, and unobstructed — nothing covering the face.
• Eyes & expression (under 1): children under 1 don't need their eyes open, a neutral expression, or to be looking at the camera.
• No support visible: no hands, arms, or other people in the shot. Lay your baby on a plain light-coloured sheet.
